Heijmans maintains and manages Zeeland trunk roads

’s-Hertogenbosch, The Netherlands – Heijmans has agreed a contract with Rijkswaterstaat Zeeland (the Zeeland Directorate-General for Public Works and Water Management) to manage and maintain all trunk roads in that province. The contract has a value of around €11 million and a term of five years, with the option of a three-year extension. The contract includes management activities such as road inspections, trunk road maintenance and renovating a number of service areas. This contract is one of the first from Rijkswaterstaat providing for the integration of both maintenance and management, and their outsourcing, to one market party.

Criteria

Rijkswaterstaat regarded Heijmans’ offer as the most economical. In the tendering procedure Rijkswaterstaat emphasized, besides price, on some quality criteria (60% quality – 40% price) such as process optimalisation, environmental and risk management. Heijmans scored as the best of the six parties tendering.

Integrated approach

Heijmans will carry out maintenance (of crash barriers, marking, road equipment, service areas, public lighting, traffic regulation equipment, tunnels and greenery) and has been assigned to carry out road inspections. Heijmans is also responsible for fault and disaster responses, improvement proposals, introduction of a maintenance management system and the administrative processing of damage. Renovating a number of service areas is also part of the contract.

Heijmans Infra Management

The infrastructure market in the Netherlands will be transformed into a mobility market in the years ahead. Heijmans is setting itself up in this market as a service provider with a broad range of mobility solutions – a choice arising from the full-service strategy. Heijmans Infra Management (HIM) has thus been set up within the Infrastructure division.

HIM will manage the maintenance and management contract for the Zeeland trunk roads. A number of Heijmans Infrastructure units were involved in tendering for, and will carry out, the contract: Heijmans Techniek en Mobiliteit (HTM), Heijmans Grond en Wegen (GWW) and Heijmans Infra Advies en Ontwikkeling (HIAO). The companies BTL Realisatie and BTL Advies are involved in the project as subcontractors.
